Ids there anything in the rules preventing the race committee hailed a boat thats scored BFD, or OCS and hasnt gone back at the 1st mark?

If you mean, can the committee hail a boat that was OCS or black-flagged, yes they can do so at any time. Some keelboat events will read the sail numbers of OCS boats over the VHF.

The rules do not require the race committee to hail any numbers, all they have to do is inform the fleet that a boat(s) was over (second gun at start), the onus is on crews to know if they were in the wrong.  Race instructions usually say that the committee boat will "do its best to hail all boats that were over at the start", they may send a rib out to tell people that do not sail back or use VHF too but the best way is to simply get your timing right (practice, practice, practice).
