As title, what timber are they?
How were they treated from new?
Any recommendations for suitable paint?
Not varnish or oil, colour scheme essential!

Well, as they don't need much paint, they are under the cover out of the sun and rain, and you care about colour, I suggest whatever gloss paint the local hardware store will do you in a tester tin in a colour you like. A tin of proper boat paint will probably cost you more than a set of replacement rails, and you might use a tenth of it before it dries up even if you can find a colour you like.
