The NSW Government is working closely with World Youth Day (14 – 20 July) organisers and other agencies to provide the necessary support for the first Australian visit of Pope Benedict XVI. A number of on water controls are planned to ensure the safety of all people using the harbour. More than 500,000 people aged 16-35 are expected to participate in World Youth Day events. World Youth Day is the largest event this year outside the Beijing Olympic Games. The harbour arrival of the Pope on Thursday 17 July will be one of the signature events, expected to attract an international television audience of up to 1 billion viewers. The Papal Arrival will begin at 2.45pm on Sydney Harbour and the Pope will disembark at Barangaroo, where he will address a crowd of up to 140,000 pilgrims. Later he will travel by his 'Pope-mobile' through the streets of the northern CBD, arriving at St. Mary’s Cathedral. The Pope’s official fleet will be accompanied by a flotilla of escorting vessels. Only authorised vessels can participate in the escorting flotilla. Recreational spectator craft are welcome to join in the spirit of the occasion. It is recommended that these craft form up or anchor in the spectator boat areas shown on the map which will be clear of the event exclusion zone. All spectator craft out on the harbour on the afternoon of 17 July must slow down to less than 6 knots and minimise vessel wash in the event area. Navigation Restriction - Special Event – Sydney Harbour - World Youth Day Aquatic Events Mariners are advised that a number of events will occur on or near the waters of Port Jackson as part of the World Youth Day 2008 celebrations between 15 July 2008 and 18 July 2008 inclusive including youth festivals at Barangaroo (formerly Patricks Millers Point Darling Harbour), the Cardinal’s Mass, Fireworks from three barges on Darling Harbour; a 21 Gun Salute at Mrs Macquaries Point, the Pope’s passage on the water and the Stations of the Cross. SPECIAL EVENT NSW Maritime declares the World Youth Day celebrations to be a Special Event for the purposes of Part 2A of the Water Traffic Regulations NSW. The Special Event Areas are comprised of the following areas of waters of Sydney Harbour, Port Jackson: the waters adjacent to Barangaroo on Tuesday 15 to Friday 18 July 2008 between approximately 2.00pm and 10.00pm daily; the waters bounded by imaginary lines between Ballast Point and Balls Head to Bradleys Head, Shark Island and Steele Point including Darling Harbour on Thursday 17 July 2008, between approximately 1.00pm and 5.00pm; and the waters between Sydney Cove and Cockle Bay on Friday 18 July between between approximately 4.00pm and 6.00pm. EXCLUSION ZONES To facilitate the Special Event Exclusion Zones will be in place on parts of the navigable waters of Sydney Harbour, Port Jackson, restricting the operation of vessels in those navigable waters during the times specified. The Exclusion Zones are as follows; From 2.00pm on Tuesday 15 July 2008 to 10.00pm Friday 18 July 2008 - the area within 200 metres of any vessels associated with the World Youth Day 2008 celebrations. Such vessels will be identifiable as those under escort or attended by a NSW Police Force or NSW Maritime vessels and include fireworks barges; From Tuesday 15 July 2008 to Friday 18 July 2008 the areas described below: The waters of Darling Harbour adjacent to Wharves 4 to 8 inclusive between approximately 2.00pm on 15 July 2008 and 10.00pm on 18 July 2008; The waters of Farm Cove, between Bennelong Point and Mrs Macquarie’s Point from approximately 7.00am to 3.30pm on 17 July 2008; The waters 100 metres around Rose Bay Wharf between 9.45am and 3.00pm on 17 July 2008; The waters between Ballast Point and Balls Head to Bradleys Head, Shark Island and Steele Point, between approximately 1.45 pm and 4.30pm on 17 July 2008; and Cockle Bay, Darling Harbour, between approximately 4.00pm and 6.00pm on 18 July 2008 The above areas will be marked by yellow boundary buoys or attended by NSW Maritime or Police vessels whenever possible if a fixed area is involved. The Exclusion Zones apply to all Vessel Operators. DIRECTIONS REGARDING THE OPERATION OF VESSELS IN THE SPECIAL EVENT AREAS Pursuant to Clause 10B of the Water Traffic Regulations – NSW, any person who is on or near the Special Event Areas must comply with any direction given by a NSW Maritime Officer or NSW Police Force Officer before, during or after the Special Event, for the purpose of enabling or facilitating the conduct of the Special Event or for the purposes of marine safety. The NSW Maritime General Manager Recreational Boating directs that in relation to the Special Event Areas, all persons operating any vessel must: not anchor or stop their vessel, or have sails hoisted within the waters adjacent to the area of Barangaroo, which is bounded by perimeters of yellow buoys and patrolled by NSW Police Force or NSW Maritime vessels, from 2.00pm Tuesday 15 July to 10.00pm Friday 18 July 2008; maintain a speed of six knots or less and minimise wash in the area between Ballast Point to Balls Head, and to Chowder Head and Steele Point, during the period 1.15pm to 5.00pm on Thursday 17 July 2008; maintain a distance of greater than 200 metres from any vessel (including fireworks barges) escorted by or attended by NSW Police Force or NSW Maritime vessels, between 15 and 18 July 2008; and comply with all safety directions given by NSW Maritime officers or Police during the Special Event.
